Problems and causes

The issue regarding Dot Net applications whereby the error message "Failed to load resources from resource file. Please Check your setup" appears is known to be caused by insufficient space on the desktop to draw the application window. Developers may have discovered the following exception...

An unhandled exception of type 'System.StackOverflowException' occurred in system.windows.forms.dll

This can be down to a number of things, low screen resolutions but also the task bar being on the left or right hand side of the screen, as appose to top or bottom.

How to fix it

This can be resolved by increasing your screen resolution, typically 1024x768 or above. Or by moving the taskbar to the top or bottom - Or further increasing your screen resolution to above 1024x768 (i.e. 1280x1024) if you wish to keep the taskbar on the right or left.
